Is there a wildcat wherein the 9,3x64 Brenneke si necked up to the .375 bullet?

If so, would it be possible to use an 30-06 bolt for the larger 0.496" rim diameter?

No, the bolt face and extractor require opening up to accomodate the 0.496" rim diameter. Any competent gunsmith should be able to do the work.

Use 9,3*66 sako brass so you dont have to change the boltface.
