We need more info. What die and caliber are you working with? My Lee Collet die works fine on my Ackley.

Yes it could be possible- but unlikely unless you have modified the die. Generally the datum line is below the neck and shoulder junction, but if your setup will "bump" the shoulder you could push everthing "back" enough to create a "headspace" like condition.
