Who manufactured the dies? Usually, you can contact the manufacturer, give them all of the stamped info on the die and, after a week or so, they will respond with the name of the person who ordered the die and when it was ordered.
As for dimensions, your best bet is to plug the sizing die and make a Cerro-safe cast. Don't panic if some gets on the die threads. Putting the entire die in boiling water will melt out the Cerro-safe.

HockeyPuck, found out the dies are for the 6CM cartridge developed by NRA High Power shooter Joe Hendricks. It is a 243 case with the shoulder blown forward .0010 and the shoulder angle changed to 31 deg.. Pushes the 115 gr. bullet at 3050.

HockeyPuck, the shoulder diameter on one piece of my fire formed brass is .0452, a factory winchester case I have on hand measures .0447 even though the case diagram drawing shown on 6mm br.com shows a dimension of .04539 at the shoulder junction.
