build a 12"x12"x12"( or larger) plywood box, leave 1 side open and fill the box with rubber mulch( available at Lowes). over the open side, staple a piece of cardboard and staple/tape targets to it. when the cardboard is shot out, replace it. the rubber mulch will absorb the energy of any pellet and is very quiet

yes, the rubber mulch is much cheaper than duct seal but they are both quiet
