Is there any "feel" when you close the action on a fired but cleaned empty case? If there is no feel then neck sizing is the way to go. Are you using a neck size die or setting to f/l die on the high side to just size the neck? If you are "fudging" with a f/l die you may be unaware that the die is actually making the base to datum line dimension longer because there is a "growing" of the case because you are actually displacing a bit of the base and sidewall of the case with the partial sizing. The case will actually grow longer with the partial sizing operation. If this is the case, poor accuracy will surely follow. Make youeself a case gauge to check the length from the datum line to the base of the case and watch them grow. I always set my shoulder back .001 and have had the best of luck... Regards... Gary
