Without knowing the actual MV, I'll refrain from too much speculation, but it's a known fact that the BTs have a lower velocity window when it comes to expansion. Down to 1600-1650 fps, the BTs will open rather reliably. That's not the case for the Hornady, which requires at least a couple hundred extra fps to do the job.

Doing my testing yesteday and when I got the accuracy load, I was going to follow up with the performance test. This is with 32 grains of M9 (think 3031). NOT a reloading recommendation. Anyone out there have one of the reloading programs to give an estimated velocity? I will run it through the chronograhph before season. Two of each of the bullet brands were sent through an osage orange with a piece of cardboard behind it to capture the bullet shape! Two of the Hornadys sailed through without much damage to the osage orange and a bullet turned sideways hole in the cardboard. The BTs took the hedge apple apart (with great conviction and I have a 1/2-3/4 inch round hole in the cardboard. This at only 50 yards, what would be the results at 100? Not unlike a solid for the Hornady I fear!
