In a handgun barrel, you are quite likely correct that the larger case capacity offers little or no gain over smaller ones, but the trend is to shovel more powder in, often foolishly. If you have enough barrel length remaining after cutting off the exisiting lug and the barrel is not tapered, then you should be able to have a new lug welded on, or perhaps the old lug could be sliced off cleanly enough to permit relocating and rewelding it to the barrel. Virgin Valley does this type of work, but it is not something I will take on. All such new barrel or new lug work I will be doing will be for barrels sold from inventory.
