There are two seperate issues here...

First legal off duty, and legal, citizen concealed carry.

In this catagory, you can carry a fairly large handgun. If it ia spotted, no big deal, you are legal.

However if you are in a situation, where you CANNOT get found out with a handgun, then you are in the covert, deep undercover catagory.

You must pick accoringly.

First, asa LEO I can get in trouble if someones see my gun and complains. If I had a CHL, I could get in trouble for it showing too.

As to the deep cover thing, it all depends upon the assignment, let's just say those types get alot of latitude and leave it at that.

Open carry is legal here. If it's on the belt and someone sees it, it's legal. If it's on the belt and covered, it's legal.

If you carry other than on the belt, it needs to be concealed, but "printing" is not a legal issue.

So . . . IWB, and mostly I carry where people don't care if they can see it or not.

Same here, in Utah. Open carry is VERY legal with or without a concealed carry permit. No permit means it has to be "unloaded" which for us means "2 mechanical" actions must occur to fire. I've been carrying open quite a bit lately. Enough to upgrade my Milt Sparks 55BN OWB holster to horsehide with shark skin trim for my Ed Brown Special Forces 1911.

Before there were legal Carry Laws many a John Q Citizen carried a handgun.

In those states where there is no, CHL, or a normal Citizen can not get a carry license, some still carry.

Even in CHL states some workplaces do not allow carry on their property.

Also some people, even where it is perfectly legal to carry concealed, still do not want ANYONE to know they are carrying...

In these conditions you would want to carry in a way that does not "print".

I am in no way advising or advocating that someone violate the Law.

Rule of thumb here in Idaho: if someone can see the outline it's not properly concealed. The idea is that no one knows you are carrying.
