Emailed Oz customs about bring in a rifle; even sent them a picture.
No problems Sir, under $1000, no duty or GST just get your shipper to include a copy of your B709A and get the shipper to do a SAC (self assessed customs declaration) by emailing us when and where it will arrive.
What about this testing certificate. No problems Sir, because it is a competition target rifle no testing is necessary.
Really helpfull people!

To get a rifle out of the USA you will need an US export permit. And a Police "permit to acquire" for the US export permit. This might be a 'special' one, only for the US permit.

Then the "real" "permit to acquire" when it arrives.

Both when I brought my two rifles to Australia and again last week when I took them back to the US, Oz Customs was simply superb to work with. Indeed all the civil servants I encountered in my 1.5 years in Oz were excellent -- far better than their US counterparts.

I'm headed to the UK for several years, and they are already off to a bad start, with mishandled visa applications and contradictory advice from different branches of customs. It'll be like moving back to the US, in that respect.

I believe that the "export permit" is our US Customs form 4457, NitroX. At least that is what our Customs officers tell me.
