Yes foreign citizens can hunt on public land, the licence is free. You only need to pay $25 for New Zealand firearm licence.

to add to what TP has said - do a google search for NZ Hunting Guides. There is a couple who post on here who may reply but there are lots of websites for hunting here.

As already posted, yes once you pay for a visitors firearms licence (for which you need to prove you have a valid licence from your own country) obtained from the NZ Police at the arrival Airport, you can hunt for free on any public access land mostly administered by our Department of Conservation (DOC). There are huge tracts of this land covering much of NZ. You need to get a DOC permit at no cost and these can be obtain from any DOC office many of which are at popular tourist information sites in our towns and cities or you can even get them off the DOC website.

One of the problems for a visitor wishing to free hunt would be knowing where to go for the various animals available. The other problem for the many visitors using our hunting areas and wilderness areas is that they underestimate the ruggedness of our back country and the very quickly changing weather patterns we experience in our country. NZ is relatively sparsely populated compared with European, Asian and American countries and there is not the roads and villages close at hand as in these countries. Once you get into the back country here hunting for deer, chamois and tahr you are well and truly on your own and if anything goes wrong help is not always close at hand.
The personal locator beacons that many hunters and trampers carry now certainly assist in getting help quickly but we still see quite a few visitors losing their lives in NZ every year through accidents in the wilderness areas.

Not wanting to discourage you, but come prepared if you wish to self hunt here.

You can apply for the visitors firearms license on-line and have it waiting for you at the airport.

They are happy for you to do that.
