I'm not too sure of WW2 era but now days it is nearly always worn down during everyday wear. For ceremonies it's turned up.

The rising sun badge is worn facing down when the brim is down. I will post a pic later tonight.

Doc, true as I have worn it myself , but no longer correct dress of the day. As you said Berets are 'in'.
