Bill Shehane makes a great laminated stock for long range stuff. You're opening a bag-o-worms with the "which cartridge" question. I would go the 6xc, 6dasher, 6brx, or similar, if you want to get way out there. A 6br is fine, and can perform fine, but it's just a tad light on boiler room for real long work, IMO.

Shehanes Tracker stocks are probably your best bet since you want to use the rifle for competition shooting. Boyds may also make something you'll like. If you're considering synthetic you might have a look at McMillans offering since it'll allow you to put more weight in the barrel. I have a McMillan fibergrain stock on my .222Rem. Mag. and you actually cannot tell it from walnut. Friends at the range are amazed to find it's not wood. Just one mans opinion. Best wishes.
Everyone is assuming this guys is building a bench gun, but he doesn't say.
If you are going to shoot F-class or NRA prone, I strongly suggest Master Class Stocks. Alex Sitman is a master craftsman and a top shooter, and his stocks reflect that experience and worksmanship.
As for the cartridge, 6mm XC without question. While the 6BR has never won any NRA Highpower or Long Range Championships, the 6XC has done it several times over.
