Quote: Whether it is a gift or not does not matter. US export regulations are concerned with 3 issues: 1. Identity of the end user (not just the person purchasing the product). If the end user is a 'prohibited person' (including corporations), then making the shipment is a felony. 2. Use of the product. Many dual use items (used for both civilain and military purposes, such as gun barrels) may require an export license. But that depends on the country. 3. Country to which product is shipped. Shipping a laser to most middle eastern countries is a no-no (could be used for targeting), but shipping one to the U.K. is no problem. The U.S. export regulations are so complex that most large companies have a single person designated to know the regs. and deal with them full time. Most sporting goods distributors do not understand the regs., cannot afford the time and expense to learn the regs., and play it safe by just not selling product overseas. It is unfortunate, but it is the way most companies are handling the issue. It is possible to apply on-line for a license to export a particular product. The application will be reviewed by 8 agencies of the U.S. government before approval or denial.

Hey Guys, I am in Mongolia and I received dozens of rifle stocks from US without any Export Licenses. Choose another company. Many US companies ship gun related items, after market replacement parts even bullets and brass without Export License.
