Guys yall are way behind in 20 cal. powders. I've been shooting 20 calibers for about 3-3.5 years now. H4198 is the load must .204 shooters go with. It produces the fastest velocity with higher pressures. I shoot 4330fps with my 20 TAC and sighted at 200, I have a 3.75 inch drop at 300yd.'s using the 32gr. vmax.

"Just work up slowly, pressure limits with small calibers(small powder columns) can be obtained very quickly."

Sorry to hear of your Ruger workmanship problems.
But to stir the pot a bit, I have two 204's, a Savage 12FV heavy-barreled varmit type and a CZ maple-stocked American sporter-weight. Both have shot 1/2" groups with me shooting from a bench. The CZ, with a 7X50 Meopta has given me the tightest groups I have ever shot and done it easily. I 'spect the set trigger helps a lot. Both rifles seem to be well worth the money and now that I have retired I am looking forward to some serious varmint shooting.

Regards
