Unfortunately, you can't just order an action. Remington will only sell it as a barrelled action. Try a search for Mike's Shooting Supplies, or something along those lines, or www.brownells.com also has them.
That said, you're money ahead if you just go to Wal-Mart, buy a new ADL, take it apart, and use the action. It will cost you less than a bare barrelled action.
It seems I remember Chester's in NY some'eres used to sell 700 actions but they may have quit doing so. Barring that, surf Shotgun News for used ones I guess.

sagfryf1, www.kinneman.com usually has some however as Coldbore points out it would be cheaper to go to Wally World and buy an ADL with the appropiate bolt face and take it apart. Jim

Ditto on buying a used one. Can get a good deal either at local gun shop or places like www.gunsamerica.com, and can get one pre J-lock. If you go the Walmart route, you can easily recover some of the cost by selling the stock and take-off barrel on e-bay. There is quite an active market there for Rem 700 parts.
