rdash, there is a middle ground between an H&H and a CZ. Have you considered the Heym "Express" Magnum Big Bore Rifle?

I picked mine up for just under 3K and whilst that's a lot more than the cost of a Ruger or CZ if you put them side-by-side and then shoot one you'll understand why. Beautiful construction, balance and perfect weight. A generous 5 +1 magazine capacity. Still a lot less than 15K

Here's mine :-

Another alternative to the Heym is a "demo" rifle that Gottfried Prechtl has (or at least still did not long ago...). He was asking 4500 Euro, and it's complete with ERA swingmounts machined into the squarebridges.

His e-mail is: golmatic@t-online.de

I can at least say that the .375H&H mag. mauser I bought from him recently (there are pictures a bit further down the big bore forum) was of very high quality and very accurate.
