Definitely not a bad deal given the scope and mounts! That said, it doesn't have the things that I would really like on a Wells rifle...namely the integral quarter rib and front sight base (nor probably integral recoil lugs). Still, even if it's on a 602 action, one couldn't build that gun for anywhere near the asking price.
