I recently acquired a lovely 416 with no iron sights. Is it possible to have a quarter rib installed and a banded front sight at this "after the fact" point in time? If so, does anyone have a suggestion for a competent smith? I always felt a DGR should have iron sights even though these tired old eyes need a scope.

It depends upon the thickness of the barrel; the screws have to go deeply enough to hold the rib under recoil.

Or you could use a band for the rearsight too. Like on a Lee Enfield SMLE or Mauser K98 etc., etc.

What about silver solder? I believe even some of the Whitworth Express rifles used solder to hold the rear sight in place.
