I just put a scope on my 416 Rigby in Ruger RSM,and the clearance on the scope and the barrel is almost touching,not quite, is that too close? Will it be a problem? I can slide a piece of paper under the scope.

So, Joe, the objective bell of the scope is almost touching the quarter rib, but you can slide a piece of paper through the tight spot:

That will work.
You might not be able to use some lens covers/scope caps,
but one of those slip-over neoprene covers may work to keep the lenses clean.

I do not intend to use any caps or covers,and yes its the quarter rib that it almost touches, I was just worried about it causing me trouble when shooting.
