What Merkel said was that the actions they use were designed and built as double rifle actions and so they are intended to operate at the higher pressures that rifle cartridges develop. Shotguns do not need to withstand the pressures that rifles do so I don't see this as 'doublespeak' but an important point about the durability of these rifles.
