Is it drilled and tapped with a 2nd recoil lug on the barrel?

Wildcatter: I bought an action only about six weeks ago. For the money it looks good to me. Let me explain it like this...it's better than I expected it to be. I like the safety, the trigger, the finish is okay, etc. For the moment it's on a shelf as it's about project number four in the checkbook scheme of things. For the money I couldn't pass it up.
