sheepmanDoes a rifle with these features exist?
Ideally, I'd like a contolled round feed 416 Remington Magnum with a two position fore/aft safety (like a Remington 700). Is anything like this commercially available or, if not, what is the least expensive custom route to achive this objective?

Given the safety position that you want, a CZ550 in 416 Rigby is closest to meeting your criteria.
Or a custom P17 Enfield. But that would be expensive.

wombatBe careful what you wish for-
I have gone to great expense to rid myself of such a safety on my 416 Rigby CZ 550
because in a great hurry it is possible to apply
it by accident-unexpectedly your rifle refuses to fire-A VERY DANGEROUS GAME RIFLE INDEED.

Glen71Why not a "real" fore and aft safety, like a Mauser w/ a 2-pos M70 type installed?

GrenadierI am guessing you desire that particular safety because you are familiar with it and used to it. There is nothing wrong with that. I'm surprised the peanut gallery didn't advise that only a sliding tang safety is appropriate.
Anything built on a P14 or M1917 "Enfield" action or Remington's Model 30 and Model 720. It is not difficult to find utilitarian customs built on those in .375 H&H or other long action cartridges and a barrel change might be all you'd need to get done.
A-Square used P14 actions for many of their rifles. You might even be able to find one in .416 Rem, otherwise a barrel change should do it. But note than many of the A-Square rifles were changed over to Winchester type safeties and wouldn't be what you are after.
If you are willing to go with a plain-Jane rifle in a synthetic stock you can probably have a military P14 converted without great expense. But any build requiring lots of metal work, polishing, rust blue, stock carving, checkering and finishing will cost what a fancy custom costs.
Your best bet would be to find a nice .375 H&H in one of the rifles above and then simply get it rebarelled.
Here is a utilitarian .375 H&H built on a Remington Model 30:
Here is a fancier rifle built on the same action:
Here is another custom with a straightened bolt handle and custom bottom metal:
