What would be your preferred Mauser action on which to build a custom 404 Jeffery? Is standard size big enough? Suggestions for barrelmaker? Thanks in advance.

Personally I would go for a 98 Mauser, this will entail a small amount of action opening as indeed it does for .375 H&H length of cartridge, similarly the bolt face wil need to be opened from the 8mm mauser head size, all else considered this will be an entirely adequate action. The Model 70 action could well also fulfill your requirement, especially one previously built for the .532" diameter cartidges of the .375", this should in most cases just about provide enough clearance to accept the rim of the .404 case

As for the barrel, I am outside of the U.S but imagine that Pac-Nor could provide just what you require

I'd start with a whitworth action that was originally designed to hold the .375 H&H cartridge.
