Could one rechamber a 450 Watts or 458 Lott to the 450 Ackley to get a cartridge with a shoulder?

Yes, but I don't see what the advantage of that would be, the shoulder is not large enough to headspace on, and the increase in powder capacity is insignifigant.

Stick with the Lott, properly headstamped brass is available.
