Yeah, pretty ugly - reminds me somehow of a Boys anti-tank gun.

But what about the action? The bolt handle is a long way to reach but I wonder if the action anticipates the 66 Mauser.

Yep, read the revivaler.com article.
They said the guy who invented that Mauser 66
(Walter Gehmann, "six decades" later)
was heavily inspired by the Certus patent of 1900,
whether he knew it or not.
I think the Certus inspired Blaser too.

Yes, sorry RIP, I forgot to go back to the second link before posting. Maybe the arms of the African farmers were even shorter than Harrison expected. Not only could they not reach the bottom of their pockets but the bolt handle, a trigger guard and NE cartridge down the stock, was a (lack of Smiler) bridge too far.

At least Walter Gehmann had the wisdom to put his magazine over the triggers, though his comb seems to come even closer to the bolt throw, inviting nasty accidents if the shooter's head isn't lifted.

That orientation is user friendly.
The rifleman looks down at the rifle in his hands just before firing, and the markings are right-side-up by his reading.
He can thus more easily make sure he knows what he is firing just before he lets loose with a volley.
Especially useful for obsessive-compulsive disorder sufferers who just gotta check one more time, even though they dang well know what it says on the barrel.

How about the Certus as a wrong turn on the road to the .458 WIN ?
Trying (in 1900) to adapt a .450 NE 3.25" or .450 NFBP Express 3.25" to a bolt action rifle,
before the dawn of the .404 Jeffery in 1905,
assured the Certus was dead as a do do after 1905.
Then came the .425 WR, .505 Gibbs, .416 Rigby, .375 H&H, and finally the .458 WIN.
All roads lead to the .458 WIN.
