He developed a detailed "Five Pillar" plan using available technology, with which any town city or region could become energy self sufficient by 2050.( 2050 is a date that many scientist use as the end of dinosaur juice as our main source of fuel.)

Rifkin was looking for like minded folks who were ready and able to put his plan into action. so he went to Germany. Things started to come together there and he claimes that the first two cities to make a firm commitment to using his plan to become totally green by 2050 were, wait for, Rome and San Antonio, Texas.
