I would like to get some instructions to better my shotgunning. How do I go about finding someone qualified to educate me. Do I just go to my local skeet range and take lessons or should I be more particular? I'm economically challanged and have to stay on budget, but I am aware that lessons will go along way to improving my shooting and enjoyment of hunting.

Your local trap club will usually have people who will give you tips and guidance for free, especially if you ask. Trap shooters are generally a friendly lot. Check the yellow pages and ask around at gun shops.
