I'm not sure one is better than the other. The 11-48 is recoil operated and I believe is easier on cases, but mine requires loads that match factory pressure and velocity levels to operate reliably. The 11-48 hasn't been made since about 1963 and as such it's very hard to get parts for them. The 1100 is gas operated and if it is not currently in production, and I don't know if it is or not, it's still many years newer than any 11-48 and parts should be more readily available.

The 1100 .410 is still available and comes with choke tubes now.

I have an older 1100 in .410 with a fixed choke that works well. I'd love to get a Rem-Choke barrel for it.
