A close friend is delighted with the SXS 20 ga. Baikal with 20" barrels his son has bought. (These folks are subsistence hunters, and use and depend what few firearms they have to a MUCH greater degree than most anybody you will ever meet.)
I have a SxS IGA .410 Youth Model that I have drawfiled to a poor man's "round action", poacherstocked, and shortened the barrels to 18" with screw chokes. Even if you paid for the custom work, this solidly built gun would be still in your price range.
I've shot a really nice BSS 20Ga for some time now. It has a straight stock and a splinter forearm. I believe it was made in Japan. Not sure what it is worth today, but I gave around $600 for it when I bought it. Probably the best handling shotgun I own.

I own 4 Browning SxS, I believe these are still one of the nicest doubles made for the moneey. They stopped production on them in 1987 and where made with non selective(NST) and selective(SST) single triggers. The non selective are the early guns (1971 thru 1976) they have silver triggers. The Selective ones started in the late 70's and have the gold triggers. I have both and unless your trap shooting it really doesn't make much difference. I have read that weatherby is producing one in two versions, one for around $1,000 and the other for around $1,500. I have not seen one. Ruger maskes one but to me it is an ugly gun (my opinnion).
