I stopped by the local gun store today and picked up a box of .535 RBs. Cost me $10 for a hundred. 28 gauge runs about .55 caliber cylinder bore. I'll check to make sure they drop through, weigh them and make sure to pick a recipe for a slightly heavier shot charge, patch them just like I would for a muzzleloader and load them ahead of a wad with the petals, trimmed. Adjust the space with cork wads cut with a half inch punch.
