Permit Cuts, Increased Fees This Season

If you are booked for an ibex or argali hunt in Mongolia this season, be aware of some new problems there. Two Hunting Report subscribers contacted us when their outfitter informed them that part of their hunt was being cancelled and the cost on the other part was going up substantially - from $5,000 to $25,000!

The cancellation involved the suspension of all Gobi ibex hunts for 2013, while the increases are supposedly due to some new "regional fees." Their outfitter told them that the local governments want to add a $5,000 "local hunting tag fee" for ibex and $25,000 for argali.....

Dear Friends, Clients and Interested Hunters,



I hope this message finds you well and that you have some great hunting lined up for this coming fall.



You may have read about the turbulence in Mongolia this season. The new system of allocating licenses has resulted in a number of problems for international hunters and portends a significant change in procedures for the coming years. If you are interested in hunting in Mongolia in the near future, please prepare yourself for these changes.



This year, the number of ibex licenses in Mongolia were reduced from the usual 200 to 32. This resulted in the cancellation of many hunts and postponement of others. The number of argali licenses was reduced from the usual 50 to 15, creating the same situation for sheep hunters. Licenses for Asian elk, gazelles and Siberian roe deer were also significantly reduced.



The reduction in permits is due to the implementation of a new system whereby individual regions and communities are required to conduct population counts and request harvest quotas from the central government, based on current populations and a scientific management plan. Some of the communities know nothing about conducting population counts or preparing management plans and are ill-equipped and financially unprepared for this additional obligation. Several hunting companies have stepped in to assist them in this regard, but the process is still evolving.



We can anticipate for next year that there will be a slight increase in permits over the number that was issued this year, but, in our opinion, nothing approaching the numbers that were issued in previous years. This inevitable reduction in the number of licenses will mean a rise in prices for all hunts in Mongolia. Some of the price increases will be significant.



With this in mind, I want to inform you that we have one (1) license for Gobi ibex still available for this season. This hunt is priced at this year's price ($8,500) and is available for immediate purchase. The ibex season in Mongolia lasts until 15 October, so there is plenty of time for anyone who can decide quickly, to make the necessary arrangements. The area for which this license has been issued is the best hunting area available in the West Gobi Desert. This area has produced some of the largest Gobi ibex trophies ever taken. Due to the light hunting pressure this year (there were only two (2) Gobi ibex licenses issued this year), the hunter who takes this hunt can expect an extraordinary trophy.



We expect the price for the Gobi ibex hunt in 2014 to increase by as much as $1,000 - perhaps more. Therefore, the ibex hunt still available this year is a bargain, considering what the future may have in store for hunters in Mongolia.



If you have an interest in collecting the Gobi ibex and are available to travel this year, please call our office immediately. We would be happy to put a plan in motion for you.



For those of you who are already booked for ibex or argali hunts in Mongolia for 2014, please be prepared for significant price increases in your hunts. These increases are, as noted above, unavoidable. We should have more definitive information on the number of licenses that will be issued and the costs of the hunts for 2014 sometime in November (not before).



If any of you have any questions on hunting in Mongolia or want to discuss the changes that are occurring there, we would be happy to discuss these issues with you at your convenience (We will be closed over the three day Labor Day holiday).
