i got a flier from the fed firearms licence people today, a division of the department of justice i think.. now all of this is with a quick glance and worse yet from memory of a grey hair.. but one thing i noticed and think i may have it close is that 209 primer type inlines are now going to be considered black powder muzzeloaders..not needing a licence to transport, and yelow sheet not needed to buy. any gun that can be converted to a standard fire arm like a 870 with muzzeloader barrel they said, never heard of such a thing my self, is a firearm subject to ffl rules and regulations.. this again should not be considered fact, but an old mans rambling, and you should contact the atf or your local gunshop if it concerns you.. dave..
Not sure if I really understand your post, but muzzleloaders, irregardless of ignition system are exempt from the FFL (yellow sheet) requirements except for guns like the encore which can be converted to centerfire-smokeless by a barrel change. That's the way it always been. However, several states have their own laws requiring muzzleloaders to go thru FFLs. New Jersey is one that comes to mind.

Walker, you might browse the ATF website. They did have it posted awhile back that the inline muzzle loaders with the 209 ignition system was considered a firearm and not exempt from the paper work. Maybe they have overturned that ruleing now??

Walker; Yes and no. My Encore 209 X 50 Magnum ML because it has the potential to change to a CF/rifle RF/rifle or shotgun MUST be shiped to a FFL holder. Just food for thought.
