First, "Zerohedge" is a conspiracy site with the credibility of Ann; they claim much of this "report" is from Bloomberg.

We have always done what is being described, sometimes through DARPA, sometimes through the parts of the budget that don't get line item numbers. If this is an effort to bring some of that into the daylight, as appropriate, it's a good thing.

Trump's proposal is for a massive government-funded slush fund, that he would control. Different animal entirely.

The Supreme Court has long held states and the national government can engage in the market and run markets.

You can find this line of reasoning in the Dormant Commerce Clause cases.

An exception to the Dormant Commerce Clause is a state is permitted to operate in the market in competition w the private sector.

Also, the Federal Government may speed money raised by taxes.

This is nothing more than how government works.

They are no more a 'conspiracy site' than any links you post. At least they make sure to add links to original content should you have trouble determining the truth. Anyway, Jeff, stick to CNN and Snopes.

Well that bankrupted TDC here in texas.....our prison system actually used to make money for the state......
