Well, i get it - an agency can have several staffing level issues, that require different solutions - these problems don't generally just appear like mushrooms after a rain -
meant as example, not as definition of the FAA

dept a - mission critical (has been listed as essential personnel for every govt' shutdown), lives on the line, requires years of training, super-high stress, chronically understaffed due to deletion process
debt z - can hire anyone off the street, recently became too large, past historic budget, hard to define role, zero training -
dept a - short staffed, has been for YEARS, people can die from lack of this service
dept z - over staffed, lots of new hires with vastly overlapping jobs, people might get cold coffee
Well, in this situation, the admin is hiring more for department A, and since the trainee pay rate WAS pretty low, it opens the door for better competitiveness from the private sector, as ATC people are skilled hires at any other company --
dept z? not so much
