I saw a report on it that said many are not even pushed. They get a phone call that basically says- Top yourself, or we will find a more painful way to do it for you.

Maybe they are looking to start a new career as (fast) window washers.

Someone is giving them a helping hand.

I worked as a contractor for the State Department in the early 2000's on security and law enforcement issues. Working out of Warsaw, I traveled throughout Central and Eastern Europe. Getting a call from a particular office at the FSS, the old KGB, was a sad but true joke among higher ranking government officials in Russia and its satellites. One knew what the message was. There was no reason to take the call. Self-inflicted gunshots were common, but over time jumping out of windows became vogue.
