It would have helped greatly if the administration through DOGE, had chosen to restrict many agency budgets drastically.

This would have forced agencies like USAID to make hard decisions, and spared the administration both the reversal of policy through the Supreme Court
and put the spotlight on the agency's questioned leadership decisions.That said, much budgeting
must come from congress.
