I would think that responsibility starts at the top. Trump himself claimed that the East Wing would not be touched. I know how some people do not like it when Trump's lies are pointed out, but geeze, just look at what he said and then what he did. Half my life is construction, and I’ve encountered a number of contractors whose response to any/ every problem is to say whatever they think will get you off their back at the time, doesn’t matter one iota if it’s correct or not. Maybe that’s where DJT learned it from.
