I will offer a suggestion: US Military weapons. Foreign military sales are a funny thing. Sometimes they are funded by foreign money, and mostly they are funded by foreign aid.

a retired DoD individual told me a massive amount of Foreign Military sales (FMS) to the Middle East of the THAAD missile was in fact, funded through foreign aid. That may be where the pay off was, buy Biden, get billions of American taxpayer dollars in foreign aid through FMS.
