Biden cannot just step down now. To do so would put Kamala in charge and she simply is not up to the task (protestations of staunch Democrats notwithstanding).
As for whether Biden is smart or stupid for staying in the game, he is neither. He is suffering mental decline and is possibly incapable of making a decision on his own. Regards, Bill

If there's a crisis why do Republicans refuse to fix it even after they are given everything they claim is needed in negotiations?

Because Trump wants it as an issue.

If it's an actual crisis for the Country and they are refusing to address it for partisan reasons none of them are fit to hold office.
