The point was to frame a government that was powerful enough to control the states and people w a primary control using the Bill of Rights to restrict that new Federal Government.

The Sovereign, the people defined more narrow at the type of ratification, and the ruling power from one another.

Now, a lot of the unresolved questions highlighted at the end we answered w more democracy through the National system. That would be the 14th Amendment and others.
