The Sovereign, the people defined more narrow at the type of ratification, and the ruling power from one another. 450 Fuller guy who brought up Thomas Payne has no idea Payne had no influence on the Constitution. Payne saw himself as an aristocrat. Now, a lot of the unresolved questions highlighted at the end we answered w more democracy through the National system.
