How should Hyundai and South Korea respond?
It would seem that the Trump administration's go-to action is belligerence and insult when dealing with allies. The arrest of a horde of south Koreans for POSSIBLE visa infractions is kind of an example.
I could see South Korea choosing to invest their money elsewhere; perhaps in a country which is less antagonistic. Canada is probably out because the Liberal government has long discouraged business investment.
I don't know how much money Hyundai has spent here so far, but it might make sense to simply cut their losses. Bill

IF it comes to pass that none of the Hyundai employees were here illegally, Uncle Sam should get down on all fours and kiss Hyundai's rosy-red-ring, suffer the financial consequences in civil court, and the court of public opinion.
"Allied" consequences to U.S. are obvious.

IF prospective employees were hired after fraudulently presenting fake, forged, or stolen documents,
Hyundai is off the hook, the illegals get the boot, and management should take a closer look at their hiring practices.

IF Uncle Sam can prove that Hyundai KNEW they were hiring overstays, improperly documented or undocumented aliens, Hyundai should be fined and their doors shuttered.
"Allied" consequences to South Korea are obvious.

Am i the only posting here that has worked internationally and sent people to work internationally?

One can visit a country for business meetings , in some circumstances, without a visa, but to run a construction site or even a hands on inspection, requires a business or work visa (terms vary)

No clue as to the visa status of the involved, i expect the boots have better data. Seems like a paper tiger to resolve

The US economy is THE economy everyone wants a slice of. It makes no difference who what when or where said or did what. If you sell something you to get it in the US market. End of story. Hyundai’s board of directors is well aware of this and probably issuing an apology as we speak. As is every other car manufacturer who would love a lil space for themselves. No one and I mean no one spends money like the US.

Georgia gave the carmaker $2 billion in tax breaks, and in return Hyundai’s new electric-vehicle megafactory would give the Savannah region an economic boost. 

Republicans in GA sure liked the investment.

There are 3 types of Visas for entry to the US and ANY other country:

1. Tourist Visa usually 3 months stay, NO WORK PERMITTED.
2. Business Visa normally for max. 6 months which allows for Business Conferences, Marketing and Training Courses; NO WORK PERMITTED.
3. Work Visa is a permit for a foreign national to enter and work in the U.S. for a specific period, requiring a job offer by a U.S. employer with U.S. Citizenship and Immigration Services (USCIS).

There are Temporary (non-immigrant) Work Visas for fixed-term employment and permanent (immigrant) visas for long-term or permanent residency.

If the Hyundai Factory Koreans did not have n.3 in their top pocket then they have been caught with their pants down (so it seems).

I do believe young generations will pull the wagon
My Dad thought we were worthless as a generation and we did OK and world is still standing so I always defend younger generations because when their time comes to hold this world up, they will like the old generations did before them

The world will survive, no doubt.

But I cannot help that the younger generation is being messed up by social media.

We keep getting approached by "influencers" who promise to improve our business!

And these are, as far as I am concerned, are the lowest of the human race!
