This is bizarre. Men, including transgender men, are not capable of menstruating. Some sort of legislative screw-up or, as the article notes:

Or, I guess maybe there are some anatomically intact females who identify as men who use the men's bathroom?

Putting tampon dispensers in men’s bathrooms is just going to lead to the juveniles taking the freebies and flushing them, and clogging toilets.

Generally speaking, I would think that an anatomical female, identifying as a man, would cheerfully lurk in the women's bathroom. On the other hand, men identifying as women might prefer using the men's room but like to play make believe. I'll confess to having no real experience with either situation.
