I listened to that circus and the commentary on it yesterday on the radio. I am intrigued by the strategy by Lowell. The only thing I can figure is that he knows he has the pardon in his pocket (Which everyone knows). I’ll be interested to see it play out to the end.

No, not at the Federal level and in most states.

The GOO Governor before the last GOP governor preemptively pardoned a couple of people here.

Trump preemptively pardoned at least one.
