The bottom line here is that the man is not remotely qualified to be the AD of the FBI. A few years as a journey level NYPD officer and 12 as a Secret Service agent means very, very little in this context.
Cyber-crime? Terrorism? Espionage? Intelligence? Counter-intelligence? WMDs? He doesn't have the vocabulary, let alone the insight, to sit a briefing on these subjects.
He might have the bones to be brought up to speed on ATF ops. That's a basic investigative mission. Perhaps that is the goal. But to oversee investigations of the subjects mentioned above, no way.
And here's something else we should consider. Has he even been vetted? Is he sufficiently safe from compromise? What was his lifestyle before and after his tenure at the Secret Service?
And, since the FBI seems shocked at his appointment, who did the vetting? Normally, it would be the FBI.
