Can he do that without Congress, which has passed quite a few immigration laws over the years?

I guess that depends on whether visas are considered within the president's purview.

Congress can SAY anything it likes, though I'd bet dollars to donuts it would be a concurrence. Exit congress has ZERO say in internal workings of the executive branch...

Not what the case says. If Congress can pass a law on who and how those gets visas, can stop this w legislation.
Legislatures tell the executive what they can do all the time. Including what an executive can charge due administration or application fees.
You are not correct.

Now how about that Reagan and his standing up to the Russians and ending the cold war? Mighty admirable, and hard to square with a POTUS that is subservient to Putin don't you think? Yes, residency through investment, not residency by selling residency permits for money without investment obligations usually. In the video Trump says 'we'll be selling'. Doesn't sound like investment obligations tied to it. He also says that those people will pay a lot of taxes, but most of the times when people 'buy' residentship somewhere, they do that to avoid tax. If someone has $5 million spare they have a lot of money, and seek residency in places to reduce their taxes (if they don't stay in the country where they grew up, and support the country, through their taxes, which enabled them to accumulate the wealth in the first place). There are plenty of places where one would pay less tax on their assets and income than the US, and actual residency for somebody who has $5 million spare might not matter that much. If you have houses in multiple countries, you could get residency quite easily in whichever country you want, paying an extra $5 million for it, puts that country at significant disadvantage to want residency there. But...it might be attractive to some dodgy wealthy Russians for example.

Peter,
"Give us $x and get a residency visa" makes little difference and countries go straight purchase and or investment. I don't have $300k m1 money not otherwise engaged, to get a visa in cyprus... even if it kinda sorta means I need to invest in a real estate scheme... doesn't require me to buy a condo or house, but could place in an RE syndicate... get visa, second home, pathway to eu citizenship

This is not outrageous at all. During the time Biden had kicked the doors off of the US Border allowing every ne'er do well and terrorist from around the world to come into our country unfettered and untracked, I went to Tanzania twice.

For a so-called third-world country, they do an awfully good job of keeping track of everyone that comes into their country. You are fingerprinted when you come in. And they want to know where the hell you are going to be. And your visa has an expiration and if you don't leave, they will find you and show you the door.

When Biden got elected, I looked into just getting permanent residence in Tanzania. Decided not to, but to get residency, you have to invest equivalent of $500,000 US into the economy. By buying property, starting a business, etc. What is wrong with that?

Tanzania does a much better job of monitoring its immigrants and borders than the US, at least until now.

Practically every country in the world does it.

Certainly better than allowing ILLEGAL immigrants in, and providing them with all sorts of support which they cannot afford.

It is is WIN WIN situation.

Aren't citizenship privileges officially offered at a price by many other countries ... prices that are not usually within reach of "peons"?

Permanent residential status OTH is "afforded" to those who have the financial means to establish themselves as investors that will benefit the public of that country.

It's a win, win if you happen to be very wealthy. If you are a hard-working person who has no wealth and wishes to immigrate to America, you are more or less fucked under our immigration laws. That is not what I consider to be American values. I can see how you might not agree since you were born into unimaginable wealth, that is not the case for most Americans. It is not just the idea of citizenship for 5 million that I find obnoxious, it is that combined with the general anti-immigration stance of conservatives today. They don't want more foreigners here and they refuse to reform our immigration laws. It is the combination of the two that I find disturbing. I am in no way shape or form in favor of illegal immigration, but I believe that there needs to be reform in our system.

Yeah, the 'investment' parts of those schemes are often questionable, but I have no idea who, with $5 million spare, wants to buy US residency with that, apart from questionable Russians, or former Russian states. Tax-wise there are a host of better countries to 'buy' residency from, certainly if your net worth is that high that you have $5 million spare to spend on a residency permit.
It's probably another distraction from the stuff what's really going on in government.

Actually, there are visas offered for people of all walks of life to come and work, in every country, including the US.

Visas to come into a country for residency are expensive.

For those coming to work as employees, the employers pay.

For those will to invest in the country, they [sy.

So what is the problem??
