The US Congress has the ability to solve the issue anytime. I would set up modern day Ellis Islands. I would coordinate with border state governments which have the highest incidents of illegal border crossings and harden them. Finally I would start hunting illegals and deport every one found immediately. Failure to cooperate by any state results in massive loss of federal dollars.

More? I would make welfare benefits dependent upon mandatory work. There is always trash to be picked up and grass to be cut. And welfare ends after a determined time.
