Why do they post arrests and not convictions?
A fellow here was a concrete man. He poured a basement floor, gave the people a bill and was paid by check. Multi agencies did a raid on the place for drug selling a week later. because of the bill and checkbook, they arrested Glen, mug shot, the whole works. He was let go, and the judge reamed everyone for the sweeping arrests they made. But, he was still a statistic and was arrested.

For a couple of reasons:
1) Not all arrested will be convicted, but all arrested shows a more true number of crime events as no conviction does not mean a crime did not happen;

And

2) Arrest is the jumping off point for processing through the judicial system.
