Is there a standard size of scope ring screws or does each manufacture of scopes have there own size thread.

At least it is different in Europe and US. What I know the most common are M3.5 here, but seen M4 too.

Or exactly M4 used for base to ring connection.

No, as a general rule almost all ring screws are the same thread. I haven't checked in years but if memory serves it would be 8X32. Please, anyone, feel free to correct me.
