Another fire starter I have carried with me over the years is dryer lint. I take the little zip lock bag full of lint and and take one of those large cheap magnesium fire started from the camping store and with a file I make some shavings and add them to the bag. Give it a few shakes and the king is now impregnated with the shavings. No bill and about 2 ounces in weight tops.

If it’s dry I don’t worry about gathering any Tinder. If it’s wet or snowy I’ll find some dry grass and twigs as I go along to have basic Tinder to start a fire with.

Wind really isn’t an issue as I always try and use a shelters spot or worst case move some rocks as a wind break (they also make a nice heat reflector). Worst case a couple of times I’ve used my potty trowel to dig a small hole and built it in there as a wind break.
