Soaking in water will most likely work.
If not, you can pull/cut each feather and re-assembly them using hot-glue aroung the quils. To hold them in place, use masking tape, but dont press hard or leave it on to long. Once you have the larger feathers in position, pour a bit of bondo on top of the quils and trim shortly after it kicks and before it sets. Shape the bondo and then start hot glueing the next row of feathers on. Four or five rows is all you need.
You will be surprised how easy it is and how well it looks.

Thanks, men. I'll try the water/ borax routine. If that doesn't work I'll just have to shoot some more.
